Remove notification type and fix description 

Removed the EXTERNAL_FULFILLMENT_SHIPMENT_STATUS_CHANGE notification
type. Added a disclaimer to the description for the FBA_OUTBOUND_SHIPMENT_STATUS
notification. Changes are in notifications.json
